Fixed and average time units
Seconds, minutes, hours, days and weeks have fixed lengths: 60 seconds, 60 minutes, 24 hours and 7 days. Months and years do not. A month has 28 to 31 days and a year 365 or 366, so the converter uses the average of the Gregorian calendar: a year of 365.2425 days and a month of one twelfth of that, about 30.44 days.

Where the conversions come up
Timesheets and invoices are the common case: 7 hours 20 minutes has to become 7.33 hours before you can multiply it by an hourly rate. Project plans quote durations in weeks or working days, video editors think in seconds and frames, and parents count ages in months until everyone suddenly switches to years. Developers land here too, because timeouts and cache lifetimes are set in seconds or milliseconds, and a day is 86,400 of the former.
Shortcuts: minutes to decimal hours is divide by 60, so 15 minutes is 0.25 and 45 minutes is 0.75. A week is 168 hours. A year is about 8,766 hours or 525,949 minutes, which is where that famous musical number comes from, give or take a leap day.
