A phone photo is often 3 to 5 MB. At 500 KB the difference is hard to see on a screen: the tool usually keeps a large part of the original pixel size and a high JPG quality, and only scales down very large images.
For websites, 500 KB is an upper limit rather than a goal. If an image only appears small on the page, a smaller target such as 200 KB loads faster for visitors on a phone.
How much picture fits in 500 KB
A JPEG needs a certain number of bits for every pixel to look clean. 500 KB is 500,000 bytes here, so the bigger the image, the fewer bits each pixel gets. For a 4:3 photo, 500 KB keeps excellent quality up to about 2,670 × 2,000 pixels and good quality up to about 3,270 × 2,450.

Quality bands follow the classic guide for JPEG by Gregory Wallace (1991). Modern encoders and WebP do a little better, and simple pictures need fewer bits than detailed ones. The tool measures the real file size, so the result always lands under 500 KB.
